Known in Washington, D.C. and State Capitols as one of the top lawyer-lobbyists in the nation, Larry Duncan has distinguished himself over the past twenty-five years as an exceptional strategic thinker, business advocate, political player and philanthropist.
Recognized as a member of the “Power 100” by Washington Life Magazine, Mr. Duncan has crafted and implemented strategies to deliver significant results for companies and business organizations at the federal, state and local levels of government. Mr. Duncan has supported numerous federal and state political candidates, and he has dedicated time and resources to several philanthropic organizations.
Mr. Duncan came to Washington, D.C. thirty years ago to work on the floor of the United States Senate, where he quickly understood the legislative process and the power of political relationships.

Mr. Duncan practiced as a lawyer-lobbyist for eight years at two major law firms in Washington, D.C., Patton Boggs and Verner Liipfert, where he represented several Fortune 100 companies and national trade associations on a variety of legislative and regulatory issues, including technology, media, communications, and entertainment. He also handled litigation and international trade matters.
As a lawyer-lobbyist, Mr. Duncan represented Lockheed Martin, the world’s leading defense aerospace company. He later joined the company and worked there for more than seventeen years as a senior government affairs executive responsible for engagement with federal and state government officials. Mr. Duncan advocated for national defense programs and managed a diverse set of business issues, including tax, homeland security, international sales, technology and state economic incentives. He also managed Lockheed Martin’s Political Action Committee for more than a decade, steering millions of dollars in political contributions to federal and state candidates throughout the nation.

Mr. Duncan has strong relationships with Congressional Leaders, Congressional Committee Chairs and numerous Members of Congress, as well as with many Governors, State Legislators, Mayors and Local Government officials.
In 2019, Mr. Duncan chose to marshal his more than twenty-five years of experience and relationships to create Potomac Policy Advisors, a government affairs and business consulting firm. Having been a client himself to many federal and state lobbyists and consultants, and after working in government, law and industry, Mr. Duncan has special insight into the needs of his clients. He is fully committed to delivering premium service and meaningful results for his clients — whose needs always come first.

Mr. Duncan grew up in Brunswick, Maine and holds degrees from Harvard University and the University of Virginia School of Law.
Mr. Duncan is active in the Greater Washington, D.C. community, serving on the Board of Trustees for Ford’s Theatre and the Board of Directors for ThanksUSA, RunningStart and The Congressional Award. He lives in Potomac, Maryland with his spouse Janell and two children.
